_Gentlemen of the House of Representatives_: I lay before you the copy of a letter from the governor of the State of North Carolina, together with two petitions,[10] to which it refers, and which I am requested by the legislature of that State and himself to transmit to Congress. Go. WASHINGTON. [Footnote 10: Relating to lands ceded to the United States by North Carolina.] UNITED STATES, _March 12, 1794_. _Gentlemen of the Senate and of the House of Representatives_: I transmit to you the translation of two letters from the commissioners of His Catholic Majesty to the Secretary of State, and of their inclosures.[11] Go.
