In 1862 Congress gave to the several states portions of the public
lands, the proceeds from which were to be used for the establishment and support of the agricultural colleges of which mention has been made. Again, in 1887, Congress made appropriations for the establishment of the agricultural experiment stations, which are conducted cooperatively by the state and national governments. In 1914 the Smith-Lever Act was passed by Congress, making appropriations for agricultural extension work to be conducted by the state agricultural colleges with the cooperation of the Department of Agriculture. By the terms of this act each state must appropriate a sum of money for the extension work equal to that received from the national government. THE STATES RELATIONS SERVICE of the Department of Agriculture supervises and administers these cooperative relations with the states under the terms of the Smith-Lever Act. In each state there is a director of extension work who represents both the United States Department of Agriculture and the state agricultural college. Under him there is usually a state agent or leader, district agents, county agents, and specialists of various kinds. The county agents conduct agricultural demonstration work in their counties and assist in organizing rural communities for cooperation. Women county agents, or home demonstration agents, are rapidly being installed also, to conduct extension work in home economics and organize cooperation among the women.
